Las planillas del Presupuesto 2025 de la Administración Pública Nacional que el propio presidente Javier Milei presentó en el Congreso evidencian el fuerte impacto que seguirá teniendo el recorte en la obra pública. En General Pueyrredon, el próximo año se destinarán cinco veces menos de fondos, en términos reales, de los que estaban previstos en el Presupuesto 2024 que finalmente no fue aprobado tras el cambio de gobierno en 2023.
Según las proyecciones y en base a un análisis que realizó 0223 de la documentación elevada por el Ministerio de Economía de Luis Caputo, el Estado Nacional prevé invertir $3.582 millones en cinco obras destinadas para el distrito. Ello representa apenas el 20,5% de los fondos que le asignaba el Presupuesto 2024 diseñado el año pasado por el entonces ministro y candidato presidencial Sergio Massa, presupuesto que no fue tratado en campaña y luego fue desechado por Milei, prorrogando el Presupuesto 2023.
El malogrado Presupuesto 2024 incluía 12 obras para Mar del Plata con una inversión estimada de $5.179 millones. Con una inflación interanual de 236,7%, ese monto equivale a $17.437 millones actualizados, más de cinco veces los $3.582 que ahora destinan Caputo y Milei para la región.
Las consignadas en el presupuesto son las obras que directamente llevará adelante el Estado Nacional en sus jurisdicciones, ya que las que son financiadas por Nación pero efectuadas por las provincias o municipios a través de convenios corren por otro carril.
Un sector a privatizarse se lleva la mayoría de los fondos
Dos de las cinco obras previstas para 2025 tienen como destino la Unidad Turística de Chapadmalal. La Jefatura de Gabinete, a través de la Secretaría de Turismo, tiene una partida de $2.574 millones para la puesta en valor del Hotel N°3; mientras que el Ministerio de Economía, mediante la Secretaría de Obras, otorgó $631 millones para la refuncionalización y restauración del Hotel N°4. Ambas intervenciones se llevan $3.205 millones de los $3.582 totales, es decir, el 89,4%. Dicho en otras palabras, nueve de cada diez pesos que la Nación pondrá en obra pública tienen como destino un espacio donde comenzó un proceso para privatizar su explotación.
Días atrás, la Secretaría de Turismo efectuó la apertura de pliegos en la licitación con la cual se busca concesionar por dos años los hoteles 2 y 7 de Chapadmalal. Quien lleve adelante la explotación no deberá abonar un canon, sino ejecutar un plan de reformas y mantenimiento de las instalaciones. Pocas certezas hay sobre qué planes hay para el resto de los hoteles, donde ahora se conoce que con recursos públicos se financiarán obras, pero en un marco donde el gobierno libertario viene dando indicios sobre un retiro del Estado de la economía y la promoción social, dos aristas que combinan los hoteles ubicados al sur de General Pueyrredon.
